＜p＞Fachbuch aus dem Jahr 2014 im Fachbereich Medien / Kommunikation - Journalismus, Publizistik, , Sprache: Deutsch, Abstract: Mit der Wortwahl 'Polizeipanne', 'Polizeiskandal' oder auch 'Polizeiaff?re' sind die Medien schnell bei der Hand. Da gibt es zwischen dem seri?sen Journalismus und dem Boulevardjournalismus kaum einen nennenswerten Unterschied. Journalisten sind gegen?ber der 'sensationsgierigen ?ffentlichkeit' kaum bereit, die Untersuchungen zu Vorw?rfen, die sich gegen die Polizei (allgemein) oder gegen einzelne Polizeibesch?ftigte richten, abzuwarten. Es gilt nicht gerade selten das Prinzip 'Vorurteil vor Urteil'. Allerdings: Die Hinweise auf (vermeintlich) strafrechtlich relevantes Verhalten und/oder (vermeintlich) beamten-/disziplinarrechtlich zu w?rdigendes Fehlverhalten kommen auch aus den Reihen der Polizei (offen, anonym). ?ber die Motivlage der anzeigenden Person l?sst sich mehr oder weniger spekulieren. Bereits nach den ersten Untersuchungen stellt sich oft genug heraus, dass die 'Polizeipanne', der 'Polizeiskandal' oder die 'Polizeiaff?re' lediglich eine voreilige Journalistenschelte war, woran allerdings teils Verantwortliche in vorgesetzten Polizeibeh?rden und (?ber-)kritische Experten eine nicht unerhebliche Mitverantwortung tragen. Dieser Personenkreis kann offenbar gar nicht ermessen, welches Unheil er nicht nur f?r die betroffenen Personen, sondern auch f?r deren Familien anrichtet. Das Prinzip der Unschuldsvermutung als Teil des Rechtsstaatsprinzips gilt anscheinend nur eingeschr?nkt f?r ?ffentlich Besch?ftigte und somit auch f?r Polizeibesch?ftigte. Auch ist festzustellen, dass beschuldigte Polizeibesch?ftigte vorschnell 'suspendiert' werden, wobei allerdings - nicht immer nachvollziehbare - Unterscheidungen vorgenommen werden. Denn die Unschuldsvermutung wird mal so und mal so ausgelegt, sodass der Verdacht entstehen kann, dass es eine 'Unschuldsvermutung der 1. und der 2. Klasse' gibt.＜/p＞ ＜p＞Kriminaldirektor a.D. Ernst Hunsicker (Jahrgang 1944) trat 1962 in den Polizeivollzugsdienst des Landes Niedersachsen ein. Nach der Grundausbildung und der obligaten Verwendung in der Bereitschaftspolizei wurde er 1965 zum Polizeiabschnitt Lingen/Ems versetzt, wo er im SOV-Dienst (Sicherheit, Ordnung, Verkehr) eingesetzt war. 1967 wurde Hunsicker zur Landeskriminalpolizeistelle Osnabr?ck versetzt, wo er in verschiedenen Dienstbereichen (Sachbearbeiter Wirtschaftskriminalit?t/Betrug/ F?lschungen, Wachgruppenleiter im Kriminaldauerdienst, Mitglied der 1. Mordkommission) t?tig war. Von 1972 bis 1975 erfolgte seine Ausbildung f?r den gehobenen Polizeivollzugsdienst der Kriminalpolizei. Danach bis 1979 Verwendung als F?hrungsgehilfe K 1 beim Leiter der Kriminalpolizei im (ehemaligen) Regierungsbezirk Osnabr?ck, Leiter des 3. Fachkommissariats (Wirtschaftskriminalit?t/Betrug/F?lschungen) in Lingen/Ems und Fachlehrer an der Landespolizeischule Hann. M?nden in Kommissarslehrg?ngen. Daran schloss sich das Studium f?r den h?heren Polizeivollzugsdienst der Kriminalpolizei an (1979 bis 1981). Im Anschluss fand Hunsicker Verwendung als Fachlehrer an der Landespolizeischule Hann. M?nden (bis 1982), stellvertretender Ausbildungsst?ttenleiter in Bad Iburg/LK Osnabr?ck (bis 1988), stellvertretender Leiter der Kriminalpolizeiinspektion Osnabr?ck (bis 1993) und Leiter der Kriminalpolizeiinspektion Lingen/Ems (bis 1994). Von 1994 bis zu seiner Pensionierung mit Ablauf des Monats Februar 2004 leitete er den Zentralen Kriminaldienst bei der Polizeiinspektion (Z) Osnabr?ck-Stadt und war in Personalunion stellvertretender Inspektionsleiter. Hunsicker hat sich in zahlreichen Ver?ffentlichungen mit der Kriminali-t?tsverfolgung und -verh?tung, dem - auch kundenorientierten - Einsatz der Polizei und dem polizeilich relevanten Recht befasst.
